This series consists of the papers of Alderman Ed Leger, who served on the Edmonton City Council from 1958 to 1986. The majority of the material originates from after the 1977 municipal election. The records consist of material sent to Leger in his role as alderman, as well as in his roles in various committees and boards in which he participated as a representative of the City Council.

This series consists of records relating to external agencies that have regular dealings with the City of Edmonton in its capacity to provide a safe, healthy and vibrant city, including Edmonton Federation of Community Leagues, School Boards, sports organizations and other community organizations. These organizations may use City facilities to provide programs for recreation, sports, arts, culture, and education.

Architectural Panel

The Architectural Panel was created in 1950 as part of the Interim Development Appeal Bylaw (#1339). The Panel was appointed by Council to consider and advise the Interim Development Officer on applications to display signs, billboards, or advertising devices on land or buildings, as well as to advise upon architectural control throughout the City. The Panel was chaired by the City Architect and had representatives from other departments as well as members of the community. All applications relating to signs or which, in the opinion of the Development Officer, involved a degree of architectural control (i.e. exterior design and aesthetic considerations), were referred to the Panel. Upon the Panel's recommendation the Officer could approve applications in whole, approve them subject to certain changes, or reject them. Unsuccessful applicants could take their case to the Interim Development Appeal Board.

Census and Voter Enumeration

The Town Clerk and Treasurer was responsible for undertaking a census of residents and voter enumeration. The first census was done in April 1954, and periodically thereafter with the final one completed in April 1964.

This series consists of records created as a result of this work. The material contains voters lists, census enumeration, polling district maps, training aids, and a letter of employment the the 1962 Census Taker and Enumerator.

Zoning Committee

The Zoning Committee was established in 1961 through the Zoning Bylaw (#2135). The Committee was an agent of City Council which acted in making administrative decisions regarding the uses of land and buildings in compliance with the provisions of the Zoning Bylaw. One function of the Committee was to hear appeals to decisions made by administration. The Committee was active only a few years: in 1966 a revised version of the Zoning Bylaw no longer included the Zoning Committee, and as early as 1963 it appears that City Council was responsible for hearing appeals.

This series contains a register of decisions to appeals heard by the Zoning Committee between November 1961 and August 1963, and by City Council between August 1963 and January 1968.
