Bylaw to designate a prescribed area as a business revitalization zone, designate a name for the zone, establish a board for the zone, specify the number of board members, describe the term of office of board members, the method of filling vacancies on the board and related matters, and authorize a business assessment in the zone to be used for the purposes of the business revitalization zone tax, if a council has not passed a business tax bylaw for the municipality.

(c) prescribe rules for the appointment of Commission Members;
(d) establish the position of Executive Director as a designated officer serving the Commission and to prescribe the Executive Director’s powers, duties and functions; and
(e) give direction to the City Manager with respect to providing resources and assistance to the Commission.
