Address Coordination Committee

The Address Coordination Committee was tasked with solving issues born from the City of Edmonton's growth. The Committee's responsibilities include assigning new street and avenue numbers as well as coordinating new addresses for housing developments.

This series consists of material related to numbering streets in the City of Edmonton. While most of the content is correspondence, some plans for implementation are included.

Scrapbooks

From the 1950s through to the 1970s it was not unusual for City departments to keep scrapbooks as a record of their activities. This series contains 34 scrapbooks of newspaper clippings relating to the business of the City of Edmonton, and specifically the Planning Department.

Heritage Planning

These records were created by the Heritage Planning Unit through their function of identifying and preserving historical buildings in Edmonton. The records include reports, publications, walking tours, correspondence, and operational files relating to the preservation of historical properties, including projects such as heritage surveys and inventories.

The series includes a full run of neighbourhood fact sheets documenting communities in Edmonton in the late 1980s and early 1990s (files 55-245). Also included are files containing information and correspondence around buildings of interest (files 296-1438), and buildings which have been demolished or moved from their original location (files 1590-1684).

Files 1685-1975 are designation files, and include information and correspondence related primarily to the conservation of properties which have been formally designated as Municipal Historical Resources.

Many files listed in the file list contain photographs documenting buildings.

Subdivision Files

This series contains subdivision files created by the City when land was subdivided. The files typically include applications, correspondence, and subdivision plans. The original filing systems have been retained. Subdivision files were typically identified by "year-X-number" and subdivision name.

Boxes 1-12
Between 1960 and 1965 subdivision files were arranged by year, then alphabetically by subdivision name.

Boxes 13-31
Between 1966 and 1974 subdivision files were arranged by year in zones (Yellow, White, Red, Green, and Blue).

Boxes 31-189
By the mid-1970s the subdivision files were arranged numerically by file number.

Boxes 190-196
At some point subdivision plans from 1973 to 1980 were removed from the files and stored them separately.

Boxes 197-201
These boxes contain subdivision files which had been removed from the original filing system and filed separately, alphabetically.

Boxes 201-243
These boxes contain subdivision files created by separate municipalities prior to the land being annexed by the City of Edmonton. These files were then transferred to the City for use by planners. The files are described using the Alberta Township Survey System and were generally arranged by the originating municipality.

Boxes 244-297
These boxes contain replot files, created when previously subdivided land had to be resubdivided by the City.

Boxes 298-315
These boxes contain a subdivision file index card reference system created by the department to keep track of subdivision applications and outcomes between ca. 1959 and ca. 1977. While much of the information is duplicated in the subdivision files, there are instances where the subdivision file has been lost and the index cards are the only source of information.

Land Use Bylaw Files

This series consists of Land Use Bylaw files. These files contain the records created through the process of amending zoning (generally 2135 Zoning Bylaw and, later, 5996 Land Use Bylaw) to allow for new development, including applications, correspondence, copies of bylaws, and other documentation.

Development Appeal Board

The Development Appeal Board (DAB) was established in 1966 through the March 1966 Zoning Bylaw (#2135). DAB heard appeals from individuals not satisfied by a decision of administration. Prior to the creation of DAB, these appeals were heard by the Zoning Appeal Board (itself established through the 1961 edition of the Zoning Bylaw #2135).

The minutes capture the final decisions of the Development Appeal Board, including conditions and justifications. Each meeting consisted of an agenda with items based on applicant or appellant names. Each meeting is listed in chronological order as supplied by the creator. This series currently has a single subseries:

Interim Development Appeal Board

The Interim Development Bylaw (Bylaw 1339) was passed in 1950. It was created to guide and regulate development in Edmonton until a General Plan and new zoning bylaw could be adopted. The bylaw created the Interim Development Appeal Board, which took appeals from any decision made by the Interim Development Officer, including related to zoning. The Board had seven members appointed by Council, and included a City Alderman, a member of the Alberta Association of Architects, a member of the Alberta Land Surveyors Association, a member of the Edmonton Real Estate Association, a member of the Association of Professional Engineers of Alberta, a member of the Law Society of Alberta, and a member at large. The Board endeavored to make decisions to best promote orderly, economical, and convenient development in conformity with the basic principles of the evolving General Plan. The Appeal Board could refer cases to the Architectural Panel or Technical Planning Board when more information was required, and decisions of the Board could be appealed further to the Provincial Planning Advisory Board.

Edmonton District Planning Commission

The Edmonton District Planning Commission was established in 1950 to manage urban growth in the Edmonton area. It was one of several district planning commissions established in the province that year. Composed of representatives from multiple municipalities around Edmonton, the Commission proposed plans to local and provincial governments and conducted studies and reports. The name was changed in August 1963 to the Edmonton Regional Planning Commission. In 1982, they became the Edmonton Regional Metropolitan Planning Commission and focused on a smaller, more centralized area. In 1994, the Commission was dissolved and the newly established Capital Region Forum assumed responsibility for planning in the Edmonton district.

The records in this series were kept for reference by the City of Edmonton, however the City was not the office of primary responsibility.
