Office of the Comptroller

This series contains records from the Office of the Comptroller. It includes budget documents from 1916-1940, as well as project files relating to work done by the Office. The project files include information on money-related bylaws, car allowances, inventories of physical assets held by City departments, and the collected financial statements of City funds and related organizations. The series also includes information around the salaries, wages, and classifications of civic employees, as well as correspondence regarding union negotiations and temporary war employees.

Bylaws Committee Reports

This series contains reports from the Bylaws Committee. The Bylaws & Legislation Committee held their first meeting September 7, 1921. The name was changed in 1928 to the Bylaws Committee.

In 1965 Council requested that the City Commissioners look into the continued need of the Bylaws and Finance Committees. Council accepted their recommendation that a Committee of the Whole be struck to handle the issues previously dealt with by those two committees. The final meeting of the Bylaws Committee occurred April 11, 1965.

Finance Committee Reports

This series contains reports from the Finance Committee. The Finance Committee was established in 1914. The Committee discussed City financial matters and reported to Council. The Finance Committee was succeeded by the Finance and Budgeting Committee, then the Economic Affairs Committee.

Commissioners' Reports

This series includes reports to City Council from the Commissioners. Council would request information from administration through the City Commissioners. The Commissioners would then submit reports to council, which were referenced in Council minutes. These reports were for informational purposes, but laid the foundation for decisions by Council on a variety of issues. This series has been divided into two subseries.

Specially appointed committees were struck to meet the needs of the City Council to respond to specific issues arising from the business of the City. Calls for investigation of administrative matters, organization of public meetings, special commemorative events, or fact finding to answer questions raised by aldermen led to the appointment of short-term committees. By 1915, many of these committees such as the Finance Committee and the Negotiating Committee were routinely appointed each year. Other committees had shorter lifespans, or changed name and focus as the needs of the City Council changed.

During the period following the Second World War the work of organizing these committees increased significantly and a Secretary to the Committees was hired. Eventually the committee structure stabilized to four or five regularly appointed bodies which appear in most of the years from the 1930s onwards.

This series contains correspondence and special reports from these special committees.

Theatre for Children

The photographs in this series depict theatrical productions put on by the Recreation Department and the Junior League of Edmonton. The program was called Theatre for Children, and most productions took place at Victoria Composite High School, though a few were also held at the Jubilee Auditorium. In the 1960s the program expanded to include The Playground Players, which offered outdoor theatrical productions in the community. This series includes photographs of most of the productions undertaken from 1954 until 1966, when the Junior League handed the program over to the Junior Arts Council. The series also includes photographs of dance workshops for children and a concert held at Borden Park.

Assessment

The City Assessor's Department was responsible for raising the funds necessary for basic municipal services through the collection of taxes. The department assessed the value of businesses, land, real estate, and local improvements, maintained the records of tax assessments and payments for individual properties, and initiated action to collect overdue taxes.

This series contains records related to the assessment and collection of various municipal taxes. Aside from property taxes, the City also collected a service tax (essentially a municipal income tax), and a business tax, which was calculated as a percentage of the rental cost of certain business' commercial space or offices. When property taxes went into arrears, the City had the option of buying the property from the owner, or auctioning them off to collect taxes owed through tax sales.

An order has been imposed on the material. It includes the following four sub-series:
