G. W. Golden Construction Ltd.

This series reflects the long career James M. Stephens had with G.W. Golden Construction Ltd. The years that Stephens was with Golden Construction were a time of boom and growth for Edmonton; oil had been discovered, the second world war ended seeing the return of many soldiers to Canadian cities, and home and commercial construction was in demand. It was in this era that James Stephens was employed to draft and design “Golden Homes”, and the Company built homes all around the City of Edmonton.

Included in this series are files detailing advertising, costs, and plot plans of neighborhoods Golden Construction developed. The photographs in this series are primarily of homes designed and built by the Company, and used for promotion and advertising. A female model was hired to pose at one of the homes, and the interior pictures show homes fully furnished and decorated. There is a photograph of G.W. Golden executive, including James Stephens, sitting together at a restaurant table in Phoenix, Arizona.

Oversize architectural drawings comprise the largest component of this series. To establish order, the plans were separated into plot plans, residential plans, and commercial plans. Within the proposed residential plans, further division was based on chronology. Where possible information on client name and location was noted. However, most of these plans were in the tract housing style, where similar designs were made and the client could pick their design and their lot, and plans were not drawn for each house developed. As such, details about the type of house design – one story, two story, split or bi-level, rectangular, l-, h-, or u-shape was noted to distinguish the plans one from the other.

This series consists of textual records and photographs created by the Engineer's Department. The series includes the following classes:

Class 1: Administration, 1915-1962
This class contains information relating to the various tasks involved in administering the City Engineer's Department. The department maintained a large fleet of vehicles and equipment and was responsible for a large number of employees. Much of the correspondence in this class refers to these two subjects as well as inspections and testing of products and machinery, safety, and accidents involving the City Engineer's Department. There is also a substantial amount of general correspondence relating to a wide variety of subject matter.

This class has been divided into the following subclasses: Accidents; Safety; Machinery and Equipment; Inspections and Testing; Personnel; General Correspondence.

Class 2: Airports, 1933-1960
This class contains information relating to the development and administration of the Municipal Airport. The correspondence includes information on user groups and maintenance. There is also some material relating to the operation and use of the Cooking Lake Sea Plane Base.

Class 3: Bridges, 1908-1957
This class contains information relating to the construction and maintenance of city bridges, in particular, the High Level, Low Level, Fifth Street, and Groat Road Bridges. There is also information pertaining to the Canadian Pacific, the Canadian National, and the Grand Trunk Pacific Railways, as well as correspondence relating to traffic control on bridges.

Class 4: Civic Departments, 1926-1962
This class contains correspondence with different civic departments on matters relating to the City Engineer's Department. This includes budgets, financial statements, and estimates of expenditure; answers to inquiries from the City Commissioners; health and safety issues; and legal correspondence relating mostly to leases and agreements.

This class has been divided into the following sub-classes: Edmonton Board of Health; City Commissioners; City Solicitor; Finance Department; Parks Department.

Class 5: Civil Defence, 1953-1957
This class contains information relating to the involvement of the City Engineer's Department in preparations for civil defence in the case of war. Interdepartmental correspondence is included as well as provincial and federal newsletters on the subject.

Class 6: Coal Mining, 1923-1933
This class contains correspondence relating to the impact of mining activity and its impact on construction and road development in Edmonton.

Class 7: Garbage Collection, Incinerators & Dumpsites, 1931-1959
This class contains information relating to the collection and disposal of garbage and the use and selection of dumpsites, all of which were the responsibility of the City Engineer's Department. Correspondence relating to the operation and maintenance of City incinerators, and the problems associated with them, is also included.

Class 8: Gravel Pits, 1940-1959
This class contains correspondence with the City Engineer's Department relating to arrangement for the use of City gravel pits.

Class 9: Street Improvements, Alterations & Repairs, 1921-1960
This class contains correspondence relating to the different areas of improvements undertaken by the City Engineer's Department. These include the acquisition of property to allow development; response to complaints about street, lane, and sidewalk conditions; and easements and encroachments.

This class has been divided into the following subclasses: Local Improvements; Easements & Encroachments.

Class 10: Planning & Transportation Development, 1938-1962
This class contains information relating to the City Engineer's Department's involvement in different areas of planning and development, such as the resubdivision and replotting of land to assist in future growth. There is also correspondence from the Technical Planning Board, as well as material relating to different annexation proposals. There is also material relating to the development of improved traffic routes through the city.

Class 11: Railways, 1913-1960
This class contains correspondence with the City Engineer's Department relating to the different railway companies, notably the Canadian Pacific Railway Company and the Canadian National Railway Company. Subject matter includes maintenance agreements in connection with bridges, spur tracks, and the operation of level crossings.

Class 12: Roadways, 1923-1961
The bulk of the correspondence in this class relates to bridge and road improvements during the 1920s and 1930s. These two subjects were interrelated and were filed together by the City Engineer's Department. Correspondence relating to street and lane closures, paving and subways were also included.

This class has been divided into the following subclasses: Road Improvements; Paving; Subways; Street Cleaning and Snow Removal.

Class 13: Sewers & Drainage, 1901-1958
This class contains information relating to the planning, construction, and improvement of sewer and drainage services in Edmonton. Such subject matters as charges and assessment, flooding claims, and sewage treatment plants are also included.

Architectural Panel

The Architectural Panel was created in 1950 as part of the Interim Development Appeal Bylaw (#1339). The Panel was appointed by Council to consider and advise the Interim Development Officer on applications to display signs, billboards, or advertising devices on land or buildings, as well as to advise upon architectural control throughout the City. The Panel was chaired by the City Architect and had representatives from other departments as well as members of the community. All applications relating to signs or which, in the opinion of the Development Officer, involved a degree of architectural control (i.e. exterior design and aesthetic considerations), were referred to the Panel. Upon the Panel's recommendation the Officer could approve applications in whole, approve them subject to certain changes, or reject them. Unsuccessful applicants could take their case to the Interim Development Appeal Board.

Interim Development Appeal Board

The Interim Development Bylaw (Bylaw 1339) was passed in 1950. It was created to guide and regulate development in Edmonton until a General Plan and new zoning bylaw could be adopted. The bylaw created the Interim Development Appeal Board, which took appeals from any decision made by the Interim Development Officer, including related to zoning. The Board had seven members appointed by Council, and included a City Alderman, a member of the Alberta Association of Architects, a member of the Alberta Land Surveyors Association, a member of the Edmonton Real Estate Association, a member of the Association of Professional Engineers of Alberta, a member of the Law Society of Alberta, and a member at large. The Board endeavored to make decisions to best promote orderly, economical, and convenient development in conformity with the basic principles of the evolving General Plan. The Appeal Board could refer cases to the Architectural Panel or Technical Planning Board when more information was required, and decisions of the Board could be appealed further to the Provincial Planning Advisory Board.

The Permanent Revisions Committee for the City of Edmonton Building Code was established in 1960 through Building Code Bylaw #2106. The Committee was created to recommend revisions to the Building Code and to integrate the City of Edmonton Building Code with the National Building Code. The Committee was comprised of representatives from the City Architect and Building Inspector's Department, the Fire Department, the Edmonton House Builder's Association, the Edmonton Builder's Exchange, the Alberta Architect's Department, and the Association of Professional Engineers of Alberta. Staff from the City Architect and Building Inspector's Department provided administrative support.

The City Clerk's Department was established August 20, 1912 by Bylaw 425, which stated in part that the City Clerk was responsible for performing all duties required in regard to municipal and school elections and the voting of the burgesses upon referred bylaws. In 1964 the City Clerk ceased to be responsible for municipal elections and censuses. A position of Returning Officer was created within the City Clerk's Department, which took on the responsibility for elections.

This series includes 14 scrapbooks divided into different themes.

Census and Voter Enumeration

The Town Clerk and Treasurer was responsible for undertaking a census of residents and voter enumeration. The first census was done in April 1954, and periodically thereafter with the final one completed in April 1964.

This series consists of records created as a result of this work. The material contains voters lists, census enumeration, polling district maps, training aids, and a letter of employment the the 1962 Census Taker and Enumerator.
