This fonds consists of material related to land titles and related correspondence in the parts of Sturgeon County that were eventually annexed by the City of Edmonton. The records detail changes pertaining to the land such as the sales, recovery of taxes, building permits, and changes of ownership.

Series consists of the records of fires and alarms in Edmonton, and includes 18 ledgers. An order has been imposed on the material. The arrangement includes 3 subseries. The subseries are as follows:

• Subseries 3: Strategic Planning

Reports beginning in this sub-series date from 1906 and continue through December of 1965. The reports, along with any supporting attached documentation, provide a fascinating reflection of the growth of Edmonton in these formative decades, as well as referencing the broader social milieu. Both World Wars are evident in reports concerning Victory Bond sales and returning soldiers’ assistance while the Great Depression of the 1930s is evidenced in those Commissioner reports discussing the efforts of a local Relief Department and programs such as the Farm Relief settlement scheme, a ‘Christmas Cheer’ relief initiative, and work calls for the unemployed. Throughout the decades, a program of local improvements is undertaken by the City and referenced in detail with reports on paving roads and sidewalks; extending sewer, power, and water services to newly-established and growing neighborhoods; eradicating noxious weeds, staffing local police and fire departments; managing a growing City workforce; and operating the Power Plant and setting up street lighting. Together with countless other topics these reports help illustrate the growth and management of the City of Edmonton. Numerous reports discuss City taxes; the purchase of Hudson’s Bay Company reserve land for City businesses and residential areas; the establishment and extension of hospital facilities, telephone services, and incinerator operations; the Exhibition Grounds and the Prison Farm; and the writing of bylaws to help manage it all. Transportation is often discussed in the Commissioners’ reports, whether it be local systems such as the Edmonton Street Railway, the Edmonton Interurban Railway, and the Edmonton Incline Railway; or nationally established companies including the Grand Trunk Pacific and the Canadian Northern Railways. City department reports and financial figures are regularly submitted as part of the Commissioners’ data gathering for their reports, and business tenders, contracts and equipment costs, and service extensions to all areas of Edmonton are discussed and referenced in the various Commissioners’ reports. Many reports refer to individual Edmonton citizens who may be buying or selling property, challenged for being in tax arrears, applying for various business licenses, or registering complaints related to City management, etc. A section of the Commissioners’ reports are often devoted to answering aldermanic inquiries, reflecting the concerns of the wider Edmonton citizenry. A scan of the file titles listed in the series finding aid will serve to illustrate the breadth and richness of the Commissioner’s Reports in documenting the growth and management of the City of Edmonton.

The reports dating from 1906 to 1918 are sequentially numbered within a calendar year, with renumbering beginning at number 1 (usually in late December or early January) of the calendar year; an annual index to the reports is sometimes included just prior to the first report of the year. The 1906 to 1918 reports are consistently single-topic reports, but several Commissioner's reports may be presented at the same City Council meeting. A reference to the City Council meeting at which the Commissioner’s report is presented is included in the finding aid listing. Note that Commissioners’ reports dated from 1919 and 1920 are located with RG-8.10 as part of the Special Committee reports of the City Clerk. The reports within the 1906-1918;1921-1965 time period are quite complete, with only the occasional numbered report not included.

The Commissioners’ reports in the 1930s and later years are much larger, as several topics are discussed as sub-sections of a single report. These later reports often contain more extensive documentation, with letters, City Departmental monthly reports, and supporting information accompanying the Commissioners’ reports. These reports also often include handwritten annotations noting when the report was presented to City Council, and any resulting actions or decisions taken.

Oversized items included with the reports have been removed and stored separately; these primarily consist of architectural plans and blueprints, and Edmonton lot maps. The files in an earlier accession of Commissioner’s reports (sub series 10.1) should also be consulted; while the reports listed in sub series 10.1 and 10.2 often duplicate each other, the supporting documentation within the files may vary. A researcher wanting as full a picture of the topics named in the Commissioners’ reports, should consult both sub series to ensure they see all the relevant attachments.

This series contains payroll records for City employees. The payroll ledgers include employee, name, position, rate of pay, deductions, net pay, and notes. The series also includes a staff ledger, which is an alphabetical listing of municipal employees, including name, position, wage, wage increases, date of appointment, and the reason for their departure.

This series consists of records created as the City of Edmonton expanded their boarders to annex surrounding lands and communities. It includes records of the Royal Commission on Metropolitan Development (the McNalley Commission), annexation and attempted annexations of Strathcona County, Jasper Place, Riverbend, and St. Albert. It also includes records regarding major city lead developments such as the Downtown Pedestrian Circulation System, the Mill Creek Ravine, the Aurum Dump, Borden Park, Kinsmen Sports Centre, and the Genesee Power Plant. This series also includes blueprints of City Developments including buildings such as City Hall, parks, roads, and transit developments.

This series consists of building, sewer, and plumbing permit ledgers for the City of Edmonton from 1902-1976, and 1996-1998, as well as aggregates of building permits issued based on type of building between 1947 and 1973. The City requires a building permit be issued prior to the beginning of construction of any project. The ledgers contain information regarding these permits.

This series contains the official annual financial statements and reports issued by the Finance Department to provide transparency and explain the financial position of the municipal government.

The office of Secretary-Treasurer was first held by George F. Downes (1899-1906), then H. G. Clarke (1906-1909), and finally C. E. K. Cox (1910-1912).

This series includes correspondence from the office of the Secretary-Treasurer.

This series consists of textual records and photographs created by the Engineer's Department. The series includes the following classes:

Class 1: Administration, 1915-1962
This class contains information relating to the various tasks involved in administering the City Engineer's Department. The department maintained a large fleet of vehicles and equipment and was responsible for a large number of employees. Much of the correspondence in this class refers to these two subjects as well as inspections and testing of products and machinery, safety, and accidents involving the City Engineer's Department. There is also a substantial amount of general correspondence relating to a wide variety of subject matter.

This class has been divided into the following subclasses: Accidents; Safety; Machinery and Equipment; Inspections and Testing; Personnel; General Correspondence.

Class 2: Airports, 1933-1960
This class contains information relating to the development and administration of the Municipal Airport. The correspondence includes information on user groups and maintenance. There is also some material relating to the operation and use of the Cooking Lake Sea Plane Base.

Class 3: Bridges, 1908-1957
This class contains information relating to the construction and maintenance of city bridges, in particular, the High Level, Low Level, Fifth Street, and Groat Road Bridges. There is also information pertaining to the Canadian Pacific, the Canadian National, and the Grand Trunk Pacific Railways, as well as correspondence relating to traffic control on bridges.

Class 4: Civic Departments, 1926-1962
This class contains correspondence with different civic departments on matters relating to the City Engineer's Department. This includes budgets, financial statements, and estimates of expenditure; answers to inquiries from the City Commissioners; health and safety issues; and legal correspondence relating mostly to leases and agreements.

This class has been divided into the following sub-classes: Edmonton Board of Health; City Commissioners; City Solicitor; Finance Department; Parks Department.

Class 5: Civil Defence, 1953-1957
This class contains information relating to the involvement of the City Engineer's Department in preparations for civil defence in the case of war. Interdepartmental correspondence is included as well as provincial and federal newsletters on the subject.

Class 6: Coal Mining, 1923-1933
This class contains correspondence relating to the impact of mining activity and its impact on construction and road development in Edmonton.

Class 7: Garbage Collection, Incinerators & Dumpsites, 1931-1959
This class contains information relating to the collection and disposal of garbage and the use and selection of dumpsites, all of which were the responsibility of the City Engineer's Department. Correspondence relating to the operation and maintenance of City incinerators, and the problems associated with them, is also included.

Class 8: Gravel Pits, 1940-1959
This class contains correspondence with the City Engineer's Department relating to arrangement for the use of City gravel pits.

Class 9: Street Improvements, Alterations & Repairs, 1921-1960
This class contains correspondence relating to the different areas of improvements undertaken by the City Engineer's Department. These include the acquisition of property to allow development; response to complaints about street, lane, and sidewalk conditions; and easements and encroachments.

This class has been divided into the following subclasses: Local Improvements; Easements & Encroachments.

Class 10: Planning & Transportation Development, 1938-1962
This class contains information relating to the City Engineer's Department's involvement in different areas of planning and development, such as the resubdivision and replotting of land to assist in future growth. There is also correspondence from the Technical Planning Board, as well as material relating to different annexation proposals. There is also material relating to the development of improved traffic routes through the city.

Class 11: Railways, 1913-1960
This class contains correspondence with the City Engineer's Department relating to the different railway companies, notably the Canadian Pacific Railway Company and the Canadian National Railway Company. Subject matter includes maintenance agreements in connection with bridges, spur tracks, and the operation of level crossings.

Class 12: Roadways, 1923-1961
The bulk of the correspondence in this class relates to bridge and road improvements during the 1920s and 1930s. These two subjects were interrelated and were filed together by the City Engineer's Department. Correspondence relating to street and lane closures, paving and subways were also included.

This class has been divided into the following subclasses: Road Improvements; Paving; Subways; Street Cleaning and Snow Removal.

Class 13: Sewers & Drainage, 1901-1958
This class contains information relating to the planning, construction, and improvement of sewer and drainage services in Edmonton. Such subject matters as charges and assessment, flooding claims, and sewage treatment plants are also included.
