Leger, Edmund Hugh

Edmund Hugh Leger was born on July 28, 1916 in Shaunavon, Saskatchewan. After completing his high school education, he moved to British Columbia and began work as a Special Constable for the B.C. Provincial Police. During the Second World War, Leger joined the Canadian Army and served in the Canadian Second Infantry and later the Provost Corps. as a special investigator. After the War ended, Leger left the Service and relocated to Alberta, where he became an immigration officer in Coutts, Alberta for the federal government. During his time in this position, Leger married Ida Wensman. Eventually, Leger became the special inquiry officer for Edmonton and Northern Alberta, a position he would maintain until he left the immigration service in 1958.

Leger bought the South Bend Motel and was the major shareholder of the Leger Wensman Holdings Co. Ltd., South Bend Management Ltd., Senator Properties Ltd., and Mayfair Investments Ltd. After discovering that Mayor Hawrelak wished to build a hotel across the street from Leger's, Leger began an investigation that forced the Government of Alberta to open its own investigation into the City's zoning practices. It was the publicity from this incident that began Leger's career in politics. Leger served as Alderman from 1959-1961, and from 1963-1986. After being defeated in his re-election bid in 1986, Leger retired from politics to focus on his business ventures.

Edmund Hugh Leger passed away on February 3, 1990 as a result of cancer. He was survived by his wife, Ida, and their five children.

Newman, Ken

Kenneth Gordon Newman was born in Hand Hills, Alberta August 29, 1917. He was a Councillor for the Town of Jasper Place between 1952 and 1957, then served as Mayor of Jasper Place from 1957 until the Town was annexed by the City of Edmonton in 1964. After annexation Newman won a seat on Council in 1964, but did not run in the 1966 election. In 1968 he ran for office again, and won a seat. He successfully ran for office four more times, serving as an Alderman for Ward 1 between 1971 and 1983, when he retired from municipal politics.

Newman was a member of the Development Appeal Board for nearly 16 years, and was a member of the Greater Edmonton Foundation and the Edmonton Exhibition Association. He also served as Chairman for the Royal Alexandra Hospital, President of the Edmonton Area Industrial Association, and President of the Alberta Urban Municipalities Association.

McLean, William Douglas

William (Bill) Douglas McLean was born in Edmonton April 14, 1931. He received a Bachelor's Degree in Education from the University of Alberta in 1954, and a Master's Degree in Science from the University of Washington in 1960. He taught at Victoria Composite High School, and was active in municipal, provincial, and federal politics.

He ran unsuccessfully as an NDP candidate federally in 1962 and 1965, then provincially in 1967 and 1971. He first ran for municipal office as an Aldermanic candidate in 1968, then as a candidate in a by-election in 1970. He was finally elected to office as a City Alderman for Ward 3 in October 1971.

Prior to his election, McLean had served as the president of the Idylwylde Community League, and as their sports director for seven years, where he worked with Ivor Dent, who served as membership chairman. McLean was also Chairman of the Edmonton Exhibition Board's Urban Youth Committee.

McLean was defeated in the 1974 election, coming in sixth. While serving at City Hall, McLean continued working at Victoria Composite High School. After leaving politics, he returned to teach full time.

Staroszik, Lillian

Lillian J. Staroszik was elected Alderman for Edmonton's Ward 5 in four consecutive elections, holding office between 1983 and 1995. She came in third in the 1995 election, only a few hundred votes shy of the newly elected Ward 5 Councilors Larry Langley and Brent Maitson.

Norris, Paul

Paul Norris was an Edmonton alderman from 1977-1983. Born in Winnipeg, Manitoba, on April 9, 1926, Paul Norris graduated with a Bachelor of Science in geology from St. Francis Xavier University, Antigonish, Nova Scotia in 1950 and an engineering diploma from University of Alberta in 1953. He worked as a geologist in Calgary, then attended law school for two years. In 1955 he established his own company, Norris Holdings, which acted as a holding company for Bench Advertisers Limited, Edmonton Bus Shelter Advertising, and Edmonton Sign Shop.

Norris was active in many associations and societies including serving as the financial chairman of the Edmonton Opera Association (1977); regional director, Progressive Conservative Party of Alberta (1968-1977); member of the University of Alberta Senate (1977-1980); founding member, Royal Glenora Club; and a member of the Edmonton Petroleum Club. He was an unsuccessful provincial Progressive Conservative candidate in 1967. Paul Norris passed away in 2013.

Bolstad, Allan

After 13 years as a journalist for the Edmonton Sun and the Edmonton Examiner, Allan Boldstad decided to run for municipal office. He was first elected as a Councillor for Ward 2 in 1992, and was subsequently reelected until he chose to leave politics in 2004.

Since Edmonton was established as a Town in 1892 municipal affairs have been governed by an elected Mayor and Council. Between 1892 and 1903, while Edmonton was a town in the Northwest Territories, Council was composed of a mayor and six aldermen. This was expanded to a mayor and eight aldermen in 1904. In 1912 the number of aldermen increased to 10, evenly divided between north and south of the river. This system continued, until 1924 when all aldermen were elected at large. By 1933 Council makeup was once again divided between north and south of the river (though no longer evenly), with the south side numbers increasing over time. In 1964 the number of aldermen was increased yet again to 12.

In 1971 a ward system was introduced, whereby Edmonton was divided into four wards, each represented by three aldermen. In 1980 this was changed to six wards, each with two aldermen. In 1995 the term aldermen was changed to councillors. In 2010 the system changed again, with the City now being divided into 12 wards, each represented by a single councillor.

Computer Systems and Development Department

The Computer Systems and Development Department was established in 1980, and dissolved in 1983 when it became a branch of the new Computing Resources Department. The Computer Systems and Development Department was responsible for developing computer systems in other departments. As written in the department’s 1983 business plan, “The purpose of the CSDSD is to maximize the effective and efficient utilization of information systems in pursuit of the long-range goals of the Corporation of the City of Edmonton.”

Management Studies, Systems and Budget Department

The Budget and Research Department was established in 1974 and developed policies to provide effective short and long term fiscal planning, internal audit, economic and consulting services for the City of Edmonton. It was comprised of four branches: Internal Audit Branch, Budget Branch, Economics Research Branch, and Analytical Services Branch.

The Management Services Department was established in 1971 in order to establish and maintain business systems which cross functional lines. In 1977 a corporate reorganization combined the functions of the Management Services Department and the Budget and Research Department to form the Management Studies, Systems and Budget Department.

The Management Studies, Systems and Budget Department was responsible for providing directive and consultative services throughout the City administration. Specifically, the department provided professional management consulting services to the Executive Level of all departments in the City; managed the computerized information systems development process; and was responsible for getting annual capital and current budgets approved and developing a regular reporting system to monitor the progress of the budget throughout the year.

When the Management Studies, Systems and Budget Department was established it was composed of three separate branches: Management Studies (to provide a professional management consulting services to the Executive Level of all departments in the City), Management Systems (to manage the computerized information systems development process), and Budgetary Planning and Control (to get approved annual capital and current budgets, and to develop a regular reporting system to monitor the progress of the budget throughout the year).

The Mobile Equipment Services Department was created in 1974 through a reorganization of the Civic Garage Department. The Mobile Equipment Services Department was responsible for supplying equipment and supply and maintenance of vehicles for City departments. It was composed of three branches and three sections. These included the Engineering Branch, the Maintenance and Repair Branch, the Support Services Branch, the Analytical Services Section, the Administration Section, and the Fleet Safety and Training Section.

In 1977 when the Mobile Equipment Services Department and the Purchasing Division of the Finance Department were merged to form the Central Supply and Services Department. The mission of the Central Supply and Services Department was to provide management of corporate resources; to obtain materials and services; to provide management supervision and inspection of contracted services; and to provide office services. In 1978 the Department was also responsible for all data processing in the City.
